Yes. The Mietpreisbremse applies across the entire city of Leipzig.
The legal basis is a federal law in force since 2015, which each federal state must implement by its own ordinance for areas with a tight housing market. In Saxony, this is done by the Saxon Rent Limitation Ordinance (Sächsische Mietpreisbegrenzungsverordnung). Saxony introduced the Mietpreisbremse comparatively late – only in July 2022, and only for Leipzig and Dresden.
The current version came into force on 1 January 2026 and applies until 30 June 2027. This means Saxony is not making full use of the federal framework, which allows an extension until the end of 2029. Whether it will continue beyond that is to be decided on the basis of a study of the Saxon housing market.
How the Mietpreisbremse came to Leipzig
In Saxony, it took a long time for the Mietpreisbremse to arrive. An overview of the key milestones:
- February 2018A lower cap on rent increases applies in Leipzig: existing rents may rise by no more than 15 percent within three years. There is no Mietpreisbremse for new contracts yet.
- 2019Saxony’s governing coalition of CDU, Greens and SPD agrees in its coalition agreement to introduce the Mietpreisbremse.
- 1 April 2020The federal government tightens the law: since then, overpaid rent can be reclaimed retroactively for up to 30 months.
- June 2020Saxony extends the lower cap on rent increases for Leipzig and Dresden until 30 June 2025.
- 31 May 2022The Saxon cabinet adopts the Rent Limitation Ordinance for Leipzig and Dresden.
- 13 July 2022The Mietpreisbremse comes into force in Leipzig. It applies to all new tenancy agreements from this date.
- 10 June 2025Saxony extends the lower cap on rent increases for Leipzig and Dresden by two years until 30 June 2027.
- 17 July 2025The federal government extends the legal basis of the Mietpreisbremse (Section 556d of the German Civil Code, BGB) until 31 December 2029.
- 2 December 2025The cabinet decides to extend the Mietpreisbremse for Leipzig and Dresden – but only by one and a half years rather than until the end of 2029.
- 1 January 2026The new Rent Limitation Ordinance comes into force without interruption. Leipzig remains covered, and the ordinance runs until 30 June 2027.
How long does the Mietpreisbremse apply in Leipzig?

If you signed your Leipzig tenancy agreement on or after 13 July 2022, you can invoke the Mietpreisbremse as soon as your rent is too high. What counts is the date the contract was signed: your claim remains valid even if the ordinance expires later.
How well does the Mietpreisbremse work in Leipzig?
The Mietpreisbremse is still relatively new in Leipzig, but it has been extended without interruption. For tenants in Leipzig, this means: if you pay more than 10 percent above the local comparative rent, you can lower your rent and reclaim overpaid amounts.
Even so, some landlords try to get around the Mietpreisbremse with tricks. At the same time, many Leipzig tenants are not even aware of their rights – precisely because the rule has only applied here since 2022. When does the Mietpreisbremse not apply?
There are nationwide exceptions in which the Mietpreisbremse cannot be invoked. They also apply to tenancies in Leipzig:
First-time letting
The law does not apply to flats that were used for the first time after 1 October 2014.
Comprehensive modernisation
The Mietpreisbremse does not apply to comprehensively modernised flats.
Older tenancies
Contracts signed before 13 July 2022 are excluded – at that time, there was no Mietpreisbremse in Leipzig yet.
Fixed-term tenancies
Fixed-term leases are often used to get around the Mietpreisbremse. In most cases, however, the rent can still be reduced. We are happy to check whether this applies to you.
Protection of the previous rent
If the previous tenants were already paying an excessive rent before the Mietpreisbremse came into force (i.e. before 13 July 2022), the rent can only be reduced to that level.
Beyond these nationwide rules, Saxony has not set any further exceptions. Even if one of the exceptions applies to you, we recommend a check. Leipzig also has a lower cap on rent increases: landlords may raise the rent by no more than 15 percent within three years. In many cases, you are therefore still entitled to a reduction because of unlawful rent increases.
